I used Serif PhotoPlus X2.
And thanks about the eyes, I did different kind of colors and burning, with some dodging to brighten the bottom part up. x3

o.o Possibly,all I know is that I have that program and this is like my first time using it. x3 I had soooo much fun with coloring. Some people like to draw and be creative, me I like doing those coloring books. x3
